It's the bulb. It has a running light and a turn signal/brake. the brake/turn signal is brighter then the running light. I can't think of the name of the bulb but it has those two settings. Just simply replace the bulb. When you blinker blinks really fast like that I means you have a blinker out on the side, If they're both out it'll stay solid.

That was most likely a bulb or headlight malifunction. Do you have any corrosion in the connection of the bulb if not then it was probably a bulb malifunction? I ALWAYS use dielectric grease when I take a connection apart, no matter where it is: engine compartment, interior, head lights, tail lights, fuel pump, etc. It will help prevent the connections from corroding and eventually failing. You can find it at pretty much any auto parts store.
