If it is seized then it needs to be replaced...You can try to fix the bearings but, the heat that caused them to seize probably warped the inside of the bearing cup. Fixing it or un-seizing them will only temporarily fix the problem, you would be better off just replacing it. If it is warped inside the whole thing could fly apart (There is a chance of this, I'm not too sure cause I don't know how they are assembled.)
