Actually the law states that you have to display the plates that were issued to you be that 1 or 2 California Vehicle Code Division 3, Chapter 1, Article 9 Table of Contents V.C. 5200. Now i figure in a state where we have more registered vehicles than people it would be really hard for a cop to get positive info from Sacramento that you were issued 2 plates instead of one assuming the DMV actually keeps track of that. I have no intentions of drilling holes in my front bumper to attach one so I'll take my chances in court.

That I'm not sure of for a normal car. Tractor/Trailers are only issued one according to the same document. There is only one place on a Big rig to put one. I would think that if you paid for a special License plate, that you could request just one, your justification could be that there is no place on the front of the vehicle to display the license plate properly (covered on page 43). After Reading pg 43 it doesn't say that you can't display the front plate from inside of the car (visible from the windshield) as long as it is not 60 inches from the ground. It just can't be hanging from the vehicle.
