i think he is saying that the auto transmission shifts at 4.5k RPMs...and the rev limiter is set to that as well...

ive never tested the rev limiter, nor do i plan to
but i do know (from both balts that ive had) that the auto transmission will shift at ~6k RPMs when WOT (wide open throttle, "pedal to the metal")

my 05 balt sedan shifted at ~6k when WOT
so does my 07 coupe

The TPS(throttle position sensor, for those that are carlitterate) is meant to let the computer know where the gas pedal rests. If the gas pedal is pushed WOT, the TPS lets the computer know so it can change how everything works(shift points, fuel-to-air ratio, and other stuff)
