In my temp files (all/each users) there are files that build up. Each one will have the hours and minutes they've been running. Sometimes there are numerous files. What are they doing?

you mean the files found here....

(primary Hard Drive):\Windows\Temp

???

those are normal and you should delete that folder's contents every so often

I do and that's why I want them to stop...lol. I can go to the temp files and find 10 or more of these files all timing -- what's their purpose? Can't I just stop them from happening?

lol, they do no harm, every time you open a program it has to creat some temporary files in order to run, and various other things create them as well, if they bother you so much, then stop working with computers lol
