you may have to put some good ol' elbow grease into it but I wrks great on surface rust. Gives crome a nice shine too!

We use MEK on our metals at the airport to kill corrosion and clean before paint. you can also go get zinc chromate primer at Ace hardware. (in the boating section) itsa green primer that stops corrosion and rust much better than other primers. We use it before we paint a plane. I would sand down the steps and shoot them with the zinc primer and color match to the truck!! I would also try to get the paint in a heat resistant paint so it dosent break down and fade in the sun light.
