Turbo Gas Fuel Saver?

I found this on ebay while searching for an intake. To me it seems kind of.....really sketchy. Is it?

dont buy it it is sketchy its just like the ebay chip it will make 500+ hp.... all it does is create turbulance

One of my friends, says he has something like this on his car. He claims to me that it works and these ebay ones are just knock offs. But i can't fathom how a F***ing cookie cutter would do anything... I've seen some other designs with actually fans in the middle rather than just bent metal. Would those work? Im kind of thinking to buy one (DIFFERENT BRAND) to just try it on the .05% off chance that it may do something :P

My money is on you get worse fuel economy and power because of reduced air flow... not better
