Where The F- is My Fuel Filter?

My 08 Cobalt LS has been getting VERY crappy mileage, i have changed the spark plugs and air filter but nothing has changed. thought maybe i would get the fuel filter changed but some of the local shops here keep saying they would have to drop the fuel tank to change it and it would cost an arm and a leg. So, where is located so maybe i can just do it myself. i am broke at the moment and cant pay someone to just fiddle around with car and charge me a bunch of money.

If you have a Calafornia destined car the filter is in the tank. Others the filter is right beside the evap canister behind the gas tank.

FYI the one in the tank never has to be touched, only the external one.
