Powdering Coating Rims / Tail Light Tinting

Alright, after tinting my windows, I want to further blacken-out my car. I have the standard alloy wheels, and I know I'll have them for a while since I'm only a college student, not enough time for work. I was wondering if powdercoating them black (is powder coating even the same thing I'm thinking of?) would make the rims look stupid. Also, what's the general price per wheel?

Second question(s), how much does tail light tinting cost, and how much is too much? For example, I'm getting 15% tint for my windows, and 35% is legal here; any less would be too much for me.

IMO painted black wheels look stupid(no offence to anyone applicable to that)

Tinted tail lights are generally frowned upon by the po-po... most places your allowed it though, but anymore than a mid level "smoking" and you runt he risk of getting hassled...

Powdercoating all depend on area, but I had the wheels that were on the Ram done for $200 for the four, and two motorcycle wheels and some misc parts done for the bike for $200 by a different place.
