Wow, that is bad as the spots for the holes are already premarked on a factory bumper. I know because I thought there was paint issues and upon closer look, noticed that the bumper was dimpled in spots to drill holes for the mount.

yeah if the dealer mounted it crooked they are just plain stupid and lazy. I work at a dealer and have to install these worthless things all the time. any competent 10 year old kid can install these things.
