Painting tail pipe

Rust has come through the black high heat grill paint I used on my tail pipe. Once winter is over what can I do to get rid of the rust and paint it black again?

Sand it until all the rust is off and paint it immediately, you don't have to get it perfect since your painting right over it after just be sure to remove all of the rust.

What should I sand it with? It's kind of an awkward angle.

You could also change your tailpipe and have a stainless one welded on instead.

You can still paint it black, it just won't rust anymore.
