Paint Peeling

Hey folks, been using the site for a few years to learn helpful fixes, but now have a question for you all:

Recently noticed while washing my car that some paint had flaked off leaving grey (primer I think) exposed. Now I can pull off a lot of paint by hand.

I assume the previous owner probably had a poor repaint done at one point, but not sure.

Any suggestions on how to repair this? I'm only thinking to keep the car for about two more years, so preferably something I can do at home to keep it from peeling more/rusting. Was thinking, sand, prime, repaint, but if someone has better ideas I'd appreciate.

Does a job like this have to be done in warmer weather?
I am also in Canada, and its still rather cold. I suppose I can leave it for a few months til spring.

As for matching color, I have a jar of white car paint I got from a buddy, doesn't match exactly but I don't care that much

Yeah, paint works best at about 22-25 degrees C.
