Bad Battery?

So tonight I had my interior dome light on and my hazard lights on at the same time. I noticed every time my hazards flashed my dome light would become noticeable dimmer until the hazards turned off again. The car was not on, it was just in accessory mode. Also when I drive, I notice the interior blower fan speeds up sometimes when I downshift to slow down. Is my battery going bad or is it something else?

Best way is to measure the voltage on the battery. It should be 12.3 volts when engine isn't running. Turn the head lights on and voltage should stay at or close to 12 volts. if it drops suddenly to 10.2 You have a bad cell. Car will still start with a bad cell because starter needs current not volts. But if this is the case you will get symptoms like you mention.

Update - I tested the battery and the cells are all okay. Is there anything else that could cause the problem?
