SS Lower Grill?

I know the SS/TC had lower grills in front of the radiator/IC, is the SS/SC supposed to have one? Mine is just an empty void doesn't seem right that I can put my foot in the bumper. If there is does someone have a part number?

Is it easy to remove the upper grill as well and just buy a new upper and lower so they match?
