My hvac clicks for a couple seconds then stops. But now my climate control is weird 4 is off and 0 is lowest setting. 3 I highest? What is going on?

Resistor network is burnt probably.

Not a fuse, it's a resistor network inserted at the bottom of the air box with a connector with 4 wires Orange, light-blue, tan and yellow.

Why would the resister do that if it was burnt up only 4 would work. It went back to normal but off isn't off it stays on

If off isn't off then something is really screwed because motor shouldn't turn with no power applied to it. Pull the resistor and have a good look at it, it will be obvious. Either that or your HVAC is messed up.
