If the search function here doesnt turn up anything favorable, I always try google. Googling "how to change coolant in chevy cobalt" brought me this.

How to Flush the Radiator in a Chevy Cobalt | eHow.com

hmmm, it seems I misread. So you can drain it, but then you go to refill it and it wont drain from the reservoir down into the radiator?

You should look and try to find the Chilton or Haynes repair manuals. They can usually be found at Autozone or Advance. They have alot of the common repair stuff.

Nice try green coolant? Ha!

The Chevy Cobalt like every other Chevy after a certain year uses Dexcool which is Orange. Dont use the green coolant because you will destroy your engine, and cooling system. Dexcool + Green Coolant acts like a acid.

Just drain the coolant out of the botom with the plug, make sure not to spill any on the ground, put a low power water hose into the radiator and let it run water through drain all water, then refill the radiator with the plug back in with Dexcool only.
