Help needed please

One a 2007 Chevy Cobalt, came here via a post, lost the info because I registered to join this forum. My fuel gauge and MPH stay at zero upon start then it states low fuel and power steering. The ROM gauge flutters all over the place at this time also but within minutes it all comes in line and I see my temp and miles on car again. It happens intermittently and only the 1st start of the day. Someone (Cory) told the other member to change the top left fuse on the BCM fuse box. In .y .any I see a NCM 2 and 3 fuse. Lower down I see a ECM/ Trans. Someone td me a 10 amp fuse, etc. Please HELP!
