Howdy from Texas

Just joined, got my daughter a 2006 Cobalt SS. Yellow / Supercharged.

where do they mount the horn in these things? this car does not have a functional horn, and I do not know if it is missing or just not connected. The relay clicks with the press of the steering wheel, so I know that the relay works.

Hmm I believe the horn is mounted underneath the driver side headlight harness. Welcome to the forum, and post some pics!

Welcome!

From e-how.com "Locate the original manufacturer's horn. The Chevy Cobalt has a single horn located under the driver's side headlight bracket and frame. It is in the gap in front of the wheel well and behind the front fascia"

If you take off the headlight & bracket you should easily see it.
