Tachometer Bouncing on While Driving at Slow Steady Speeds

I'm looking to clear the adapts on my 2008 Chevy Cobalt LT 2.2l Auto ,as another member
said he had a GM tech do on his 08 Cobalt . RPM Fluctuation/bouncing While Driving at Steady Speed!
Once your going full blast on the Highway it doesn't happen. Only on the side roads.
It goes up and down about a hundred or two rpm's It's more annoying than a real
mechanical problem. I have read about relearn. I'm not sure how to proceed.

Mine does it too. In fact, I think everybody's does. Might be the torque converter not wanting to make up its mind whether it wants to lock or not. Usually, torque converters lock at 45 MPH on some cars, but with newer cars, they seem so unlock when you accelerate enough but not enough to cause an actual downshift.
