Car Flooded-electrical Problems...

So while i was in Florida, my car got flooded a LITTLE bit, I wasn't there to see but apparently only about a liter got inside my dad told me, i started it up its 100% fine, it stinks inside but im going to get that fixed by some water removal people Chevy-SS knows from his dealership....but the problem is that my passenger airbag sensor "needs serviced"....THE RINGER IS!!! construction acrossed the street was just completed, a ditch was filled and aluminum tubing was laid, the reason the water got to the house and my car is because of the construction i believe, would i be wrong to go after State Highway for this? I am going to get the work done and keep the reciepts so what should i do here?
