2010 Cobalt LS Coupe

Bought car Nov. 2011 with 10,000 mi. , took it into dealer for service at 13.500 mi. ever since, car has a "howling" noise when slowing down, the slower the louder. Took it too another dealer to get it checked out.
(will NEVER go back to original dealer) they checked the brakes which were o.k. and they told me that some noise is NORMAL. there is no way this noise is normal.
ANY IDEA'S?

already tried having tires rotated

is it coming from a wheel? could be a wheel bearing. or road noise from noisy tires

If the sound changes when you turn or swerve side to side it is probably a wheel bearing. Although your car has low miles, wheel bearings have been known to fail especially if you're in a pothole city. One good pothole hit might not damage the rim but good damage a bearing race a lead to eventual total deterioration.
