Electrical Issue when A/c is on

I have a 06 chevy cobalt LT no supercharged. For the past year now there has been an issue with the car. When you have the a/c on and you let off the throttle coming to a stop light, the rpms jump low and high, low and high and the a/c clutch kicks off till the system recovers to normal. Even if I am sitting in the driveway with the car in park and push the throttle a little and then let off with the a/c on, the power issue still happens. The lights dim and the car acts as if it wants to die. If the a/c is on and you are reversing and you let off of the throttle, it still does the same problem. I checked the battery and it is good. I hooked a digital multi meter and ran the car around and watched to see the power when the issue was present and found that: When driving the car it is charging at 13.8-14 volts, but when you let off the throttle and come to a light the voltage drops to 12 volts until it recovers and then it goes back 14 volts. I live in Texas and it is getting hot right now and with the clutch going on and off every 30 seconds in the city, its not cooling the car. Please help.

thank you for the help, I cleaned the throttle body (was covered in gunk) and now the car is acting normal. Never would of thought of this. Thank you for the help.
