Wont Start, Low Fuel, No Power Steering

I have a 2007 Cobalt LS. Its the base model, no power windows, locks, no cruise, manual.
2 weeks ago when I was driving down the highway at 65, my car lost power steering, my RPM's dropped and my low fuel light came on even though I had 3/4 of a tank. A light popped on the dash that was a picture of a car with a lock. I pulled over, turned my car off and then tried to restart it...nothing. It wouldn't even think about turning over. After an hour, it started and my boyfriend drove it to my dad's body shop. He said the low fuel flashed several times, but it made it the 15 miles.
My dad replaced the fuse box with a used one and my car has been just fine for 2 weeks. We ran a scan on it 2 weeks ago and the only code was for the evap. (which has now been fixed)
Today I turned my car on, backed half way out of the driveway and lost power steering and the low fuel came on again, as well as the picture with a car and lock on it. I didn't turn my car off this time, but pulled it back into the drive way and let it idle for a little bit. Turned it off and it turned on again without issue, however that didn't fix the issue.
My dad doesn't typically work on cobalts, so he's not sure what to do and suggested I take it to a dealer. I have a 2 year old which takes up most of my money, so I don't have the money to take it to the dealer. Any suggestions?

Pull the "ECM/TCM" fuse out from the BCM block and replace it even if it looks good. You are losing GMLan between BCM and Theft deterent module and ECM. Replace with a new fuse even if it looks good. This fuse is called ECM/TCM but actually it powers the "BCM" GMLan translator that communicates with all CPUs.
