At first I thought it was the steering intermediate shaft, but after the front end on jack stands and the front wheels removed and the wife moving the steering wheel, the knocking noise and the knocking feel is coming from the R&P. I don't feel anything in the steering intermediate shaft, but I do feel it on the brake pedal.
Any steps on how to get GM to fix the problem??

Inner tie-rods wear like any other mechanical part, if you don't have any warranty left. You will need to replace these or if you prefer changing the whole rack that is your choice.
