This code pops up What do I need to do to get rid of it? Some times the car runs like garbage sometimes it doesn't.

P2271 is not a valid code for a Cobalt.

disconnect HO2 sensor and clean contacts and/or change sensor, cause even new parts can be bad.

Anything is possible. I would just pull it off and clean it's connections and or change it.
