What is in Here?

Hi, today I noticed my 2007 Chevy Cobalt was making a weird whirring noise and it seemed to be coming from somewhere here. Could anyone tell me what exactly is here that might be making that noise?

The noise is all the time, but it's only really noticeable when you pop the hood.

Torque converter is in there. Check your transmission fluid levels.
