My 2009 2.2 overheating

Hello everyone this is my first post... My names jeremy by the way... I have a 2009 cobalt with the 2.2 in it and it overheats because fan is not coming on..temperature I let get up too 250 and nothing comes on.. I turn ac on and nothing comes on.. I changed the thermostat, coolant temperature sensor and pulled fan out and wired fan to battery and it runs fine.. I checked all fuses and relays in front box and all are good.. I checked power on the fan harness 3 prong and I'm getting 14 volts on all three? To me I would think one should be a ground and one should be for low speed and one for high speed? When I hooked up to battery I put ground on one prong on fan it ran fine.. The radiator gets really hot and both radiator lines get hot also.. What else could be causing fans not to come on and why does fan harness plug have all three wires power and no ground? I'm really stumped and need help thanks

You should see 12 volts on all pins when "Fan Off" is commanded. If your AC is in good condition when you turn it on one of these pins should go to ground.
