Help, I'm in the Dark!! Literally

Hello, I have a 2005 Chevy Cobalt LS. I am having a problem where I have no dashboard lights, heater panel lights, tail lights, license plate light, and the rear defroster doesn't work. I have checked all the fuses and replaced them including the one for the rear defroster. I am at a loss as to what it could be. I even changed the bulbs in the tail lights and license plate light which were all burned out. I did notice that when I changed the light for the license plate, it looked like the socked was burnt. Could this be the cause of the problem? If anyone could give me an answer or ideas, I would greatly appreciate it!

There's a junction point under the driver's seat. I believe the wires are all brown. Sometimes road salt gets to this and corroded enough that the wires all break loose. The rear defog wire runs in this same harness.
