BCM Dead?

Well here goes. I have a 2008 Cobalt Lt. I have had constant problems from the #16 fuse blowing and killing all the center console functions(AC, Warning light on the dash, blower staying on just middle vents, etc.). Everything else in the car was working fine. I was determined today to find the short or bare wire causing the issue. In Texas, no fun without AC. I thought I found the culprit in the harness going to the BCM. I did this by the process of elimination. As I narrowed it down, I had to replace the fuse (#16) a few times. The last time I changed it.The center items didnt come on and the fuse didnt blow. I started looking and testing the fuses around it and found all the fuses in the same row on the fuse panel do not have power to them anymore. Now the car has no power steering, windshield wipers or airbag operations. I checked every other fuse inside and out. Is my BCM dead? Any input is greatly appreciated.

Is there not a 30A-50A BCM fuse in the engine compartment fuse block?
Say bandit how often do you make it up toward Dallas area? Either in I-45 or I-35E

If your Cobalt is still running, I might be able to help a little.
