2007 Cobalt LT: whining sound coming from front passenger side

This is my sons’s car. He has been having a whining sound which seems to be coming from the front passenger side.

I bought the universal tool kit for the tensioner pulley on the serpentine belt. We replaced the belt because it was cracked.

The whining sound still continues. It only happens when the car is moving. If he has the car in park and steps on the accelator the sound does not happen.

This sounds only happens when the car is moving.

I have tried to search online for similar problems with this type of car.

Some of the threads talk about the alternator. Other threads talk about the wheel bearing.

Since the problem only happens when the vehicle is moving is it likely to be the wheel bearings?

How many miles on a car and is the whining sound speed up with car speed or engine speed

95,000 miles. This sound happens when the car is moving. The sound seems to increase as the vehicle goes faster
