Clunks in rear after new shocks

After replacing the rear shocks I can hear a loud clunk coming from the rear passenger side when going over rough roads. We checked the bolts on the shock and they are tight. Though the top one was a bit rusty and tapered would this cause the sound?

Is the new shock faulty?

Check to make sure the springs are seated properly, otherwise the shock may be faulty....

Or you didn't torque the shock bolts to spec.
