I've searched around and really found nothing specific on this. Just bought a 2008 Cobalt for one of the kids. Air works great, but no heat. Temp will not change from cold. Also, air only comes out of forward vents, nothing out of the floor or defrost. The fan speed dial does work. Is it possible the control panel is bad or maybe 2 actuators bad? I did pull both 10amp fuses and both were good. Did pull the 30amp and blower quit blowing. Haven't officially checked the 30amp yet.
Thoughts? Thanks in advance for any and all help.

If you look from the driver's side in front of the center console you can see both actuators, try to activate them and see if they move. These have been known to snap the shaft when trying to actuate them in the winter and they are frozen shut from moister.
