2009 cobalt intermittently will not shut off with key

My sons 2009 cobalt is having issues turning off when he turns the key and removes it. Sometimes it turns off and sometimes he has to do it a few times to get it to turn off.
I have already replaced the ignition switch and the ignition lock cylinder without solving the problem. Anyone got any suggestions??
