2010 SS/LNF Hand Brake Adjustment?

I'm familiar with the rear cable that teeters for the 2 cables coming from both of the rear calipers to kinda balance the pull at the hand brake handle. now i've got it nut adjusted as much as i can but it doesn't really matter since it's completely lopsided to the driver side that's only catching when the ebrake is applied. i don't see anything at the caliper for adjust not without having to cut the cable(at the handle) and recrimping the cable. the stealership i bought it from is a ron tonkin kia in portland and from what i found out after doing a little research the nut needs to be backed off before compressing the rear calipers for pad replacement and maybe they didn't do that and it stretched the cable maybe? the hand brake didn't even grab when i first got the car so i had to do adjustment myself and of course the stealership wouldn't take responsibility that they ****ed it up. anyways so is there anything in a safe manner to fix this or i'll have to buy new cables and/or rear calipers to resolved this issue?
