It is very cold where I live right now which is causing problems with my cobalt.

I tried to start the car this morning but the car just clicks for a bit then after about 3 times the car does nothing when I try to start (no clicking from starter no turning over) even with a boost or a booster pack.

Is my battery frozen?

Starter dead? Or frozen...

I'd say it's so cold that the battery doesn't have sufficient voltage to turn the car over.

This. And if the water/acid mix in the battery is old, it can actually freeze over as well. Check the battery and see if it's expanded (bowed sides). If it is, I'd say it's time for a new battery.

Old batteries will freeze if not fully charged and like Leveecius wrote if it looks like a football your battery is toast. Even if you thawed it out all the plates inside would be bent all to hell. You need a new battery.
