i have a 2010 cobalt 2.2 i replaced the head, head gasket, timing chain , water pump and im still getting low compression on all cylinders 60 on 3 and 30 on 1 . any suggestions?

what about the piston rings, valves, the tool that you are using... I would check those out.
does each cylinder have to be top dead center to test it properly?
is everything plugged in?? is there a leak out time?
