Does anyone know where the fusible link on the Cobalts are? I was told that they sometimes go out and they need to be replaced if the car won't start.

Okay excuse my ignorance, there is one fusible link. It is between alternator and starter B+ line. But it will not stop your car from starting it will just kill you alternators charging path.
