I'm new to these forums and I hate to say, I'm AWFUL with automotive stuff..
Both my headlights went out the other day, the high beams work though. I went through my owners manual to see which fuses controlled the Lo Beams and checked all of them to make sure they weren't blown (unless I missed one.) Majority of my driving is at nighttime sooo if someone could come to my rescue and tell me what to do I'd be ever so grateful. :)

What year of cobalt do you have? Do they come on when you manually turn the lights on?
Try pulling the two fuses for the high beams and then pull back on the light switch like you were flashing someone.

Try replacing the bulbs?

Right?! What year/submodel is your balt? Did it have them cool little $30 blue bulbs that dont last but 8 months on it?

If you can, pull out the housing headlamp bolts and pull the actual bulbs out. You should see 2 little coils on each bulb, if you only see one on each, then your low beam coil is the problem.
