I've had these rocker panels on my car for some time and they are boad out since they are used. Can you drill out holes on the car and used the upper slots using the retainers like the bottoms ones?
If they are the stock moldings, they should have pockets for the clips. Yes, you can buy the clips, measure and drill your holes. How have you had it fastened so far?
Or...another idea if you don't want to drill into car. Get some of the "industrial" double stick tape they use for re-attaching outer vehicle trim (i.e. door guards, molding, etc.). That stuff is like super glue. Attached a couple of plasma lights to my motorcycle's inner rear fender and they're still solid 2-years later. Just a thought...
Its fastened only on the bottom since thats is only where I see the holes to put in the clips. I hate to drill holes in my car lol, but if I have to I will.
