Sounds like the brake rotors are warped.
Usually caused by over or uneven tightening of lug nuts.
On my last car i went through 4 pairs in 35,000 miles due to the dealer making lugs as tight as they could.
I only paid for the ones last year that i installed and stopped letting them work on the car.
The rotors aren't that hard to do. When I did mine last year and mine the brakes on my dad's Monte it was the first time i ever work on brakes and i had no issues.
For his the dealer wanted $275 for just new rear rotors.

I did the rear rotors and pads and front pads all for $120.

Auto zone has them for $45 each.

They were honest about the brakes-told me the rotors were slightly warped but the pads were still good and suggested i wait until the pads wear down and do the whole thing then. He also was honest about the rear brakes where I thought I smelled something burning-said nothing was wrong but they needed to be adjusted and did that. Said my air filter was dirty and only charge me $20 to replace it.
So, all in all, not too bad. Paid $170 to get throttle body and injectors cleaned, got him down from 220-still high but at least they didn't try and rip me off for the brakes. Only $20 for a new air filter also.
