So I know these codes have been discussed here before. I have a 2009 chevy cobalt and have been dealing with this problem for some time. However, the check engine light will go off from time to time. But, I have to take my car to the emissions soon. So even with the check engine light off, the codes still pop up on my OBD reader. I read that my vehicle will fail if an emissions related code pops up. So, if I take my vehicle to the emissions test with the check engine light off, will my vehicle fail if the OBD reader shows PO700 and PO976? I am in Illinois.

Well those are transmission codes so it won't affect emission test. Try pulling the TCM connector and spraying it with contact cleaner or pure alcohol. Then re-seat connector a few times. Dielectric grease wouldn't hurt either.
