First question: On a scale of 1-10, how crucial is it to replace both front strut assemblies at the same time? Only the driver side failed inspection, and since they're about $125 each, if I can just replace the one and be fine, I think that's what I'd like to do.

Main question: How necessary is it to get new bolts for the strut to steering knuckle connection? The Haynes manual recommends it, but they don't seem to come with the strut assembly so I guess I'd have to hunt down a pair if replacing them is non-negotiable. So is it? And where is the best place to find something like that?

Well I'm trying to stick with ACDelco since the consensus seems to be that even the more well-known brands (Monroe, specifically) are inferior to OEM when it comes to shocks/struts on these cars. And even though I don't plan to keep this car too much longer, plans are always subject to change and I want to make sure I use the best available parts if I'm replacing something.

Struts are original equipment, spent most of their lives in the Deep South, so the bolts are likely in pretty good condition. But I know there are some types of bolts that really are necessary to replace each time, as a result of how they function, but I guess those are generally located on the engine. I suppose Haynes was just being extra cautious on that front.

Yeah, I just did the shocks yesterday and it was a 1 on the difficulty scale, and will probably do both struts + the driver side control arm next weekend. Transferring the car from one state to another, failed the entrance exam. Control arm didn't fail, but I replaced the passenger side one a year ago and I have the driver side, so why not?
