car: Cobalt 2005 2.2

noticed loud ticking noise where timing chain is. Car has little to no power in 1st through second gear along with having to rev higher to shift.

Opened up the valve cover to find not much noticeable slack, maybe 1 or 2 centimeters slack ontop where the chain guide is. plan to continue to take apart and see if there is noticeable slack on the bottom and attempt to replace the tensioner.

could the engine still Run but be damaged causing the loss of power? or would the engine just not run at all if the chain jumped?

If you jump just one tooth, you will not cause damage to valves but you will lose significant power. The chain should have no slack at all.
