('07 Cobalt LS, vanilla 2.2)

Putting the timing chain cover back on. One bolt goes through the cover into the water pump. It looks like an ordinary M8 bolt, spec'd at 18 lb-ft. When I get near (but still definitely below) that, it feels 'stretchy', like it's thinking of breaking. Does anyone have experience (good or bad) with this? Thanks.

(I did not do anything with the water pump off; this was just a timing chain problem.)
