I'd guess probably just for liability reasons. After all, the rear wheels are free spinning. Maybe someone else knows for sure if it's okay to use or not.

I think it has to do with putting all the weight on the rear wheels for and extended period of time. You would probably exceed the load restriction on the cheap tires that come with the vehicle from factory. I think if you were to go with FE5 springs and a higher load factor tire you would be good to go.

That makes sense. So if your Cobalt is stock, probably avoid using a tow dolly. If you've got the upgraded shocks and better tires, you're likely good to go.
