What do I have to do to make a 2006 cobalt motor work in a 2010 cobalt

Quite a bit, if it's really even possible - the 2005-2006 cars use a 16-bit ECM, and the 2010 car would have had the LAP so it, itself, has VVT.

I think it might fit, but I'm wondering if you'd have to swap everything over (cams, etc) from the '05 car to make it work, since they don't have cam phasers nor all the extra VVT equipment. But the VVT head might work as is, though I'm not sure if the cams need a signal to be in the right spot.

Yes I wish a swap was easily doable. Unfortunately us that are stuck with 05-06 models with the 2.2 are fairly limited. A complete wiring swap is a start. Pretty much you’d need a donor car to pull wiring, modules, lots of other crap that really is ridiculous to have to swap. But has to be to make everything work. I though ok, let’s see what a 2.4 swap will take. And I’ve come to the conclusion that I will just look for another car all together. Maybe I’ll find a 2.4 sedan as that’s what I’d like. Along with it having the five lug wheels that I’d want from the SS. Also an LNF swap would be great. But again lots of work. That would be the one to go for as it would actually make some real power. My opinion is that is the only swap worth doing.
